Keep Rest Areas Safe, Clean, and Functional

Problem

VDOT’s Safety Rest Area program encompasses 41 rest areas across Virginia that require inspection and water and wastewater management so the traveling public has clean and functional facilities for safety breaks.

Solution

For more than a decade, PILLAR has provided inspection and water and wastewater monitoring services to the State’s 41 Safety Rest Areas (SRA) located throughout the Commonwealth.

Approach

Pillar and our approved subcontractors provided VDOT with comprehensive, on-call project management and program support services.

Our expert transportation asset management professionals conducted permit reviews, site evaluations, compliance, inspections, operations and maintenance support, upgrade recommendations, administrative office support and inspection services on both new and existing rest area facilities. PILLAR also provided water and wastewater operations and managed facilities that might be undergoing maintenance repairs/rehabilitation.

Ongoing tasks included but were not limited to the following:

• Discharge monitoring reports (DMR)
• Site and equipment inspections
• Coordination with DEQ, VDH, VDOT on various items relating to the program
• Coordination with maintenance contractors and subcontractors
• Operation & Maintenance Manual updates
• Operation & Maintenance equipment specification writing, selection, and determination
• Work order preparation for maintenance contractors and subcontractors
• Permit renewals and modifications
• Assistance with identifying and determining improvements to the Safety Rest Area program and site specific facilities and associated equipment or processes
• Program meetings, long-range planning, facility assessments
• Other work as deemed appropriate to support the program

We worked closely with VDOT to provide deliverables, including work progress schedules, estimates, reports, manuals, permits, inspections, commentary, scope of works, and diaries as required or requested, as well as other relevant deliverables during the project’s scope.
